According to the notice, a foreign individual named Al-Ida or Lodmemo committed a traffic offense on September 25, 2025, at 9:13 PM local time in Hangzhou.
The individual was found driving a motor vehicle without possessing a valid driver’s license, a violation of China’s Road Traffic Safety Law, Article 99.
The incident took place at the intersection of Kangyuan South Road and Jingshen Street, an area under the jurisdiction of the Gongshu Traffic Police Division, Hangzhou Public Security Bureau.
As a result, authorities issued an administrative fine of 1,000 yuan on September 26, 2025.
Driving without a license is considered a serious offense in China.
